Quick answer: Wisconsin runs no senior exemption and no senior freeze — the Department of Revenue’s own list of every property-tax credit in the state contains nothing keyed to age. What it has is a circuit-breaker credit, the homestead credit, claimed on your income tax return rather than taken off your tax bill, and it stops at $24,680 of household income. The one age-keyed programme is a deferral loan at 65.

What Wisconsin offers

  • Homestead credit — for a 2025 claim you must be a Wisconsin resident for the whole year, 18 or older, with household income under $24,680, and you must meet one of three conditions: you (or your spouse) had positive earned income, or are disabled, or are 62 or older at the end of the year. The age-62 test is what makes the credit reachable for retirees with no wages. Only the first $1,460 of property tax counts, and the credit table tops out at $1,168 — exactly 80% of that $1,460. The credit is reduced as household income rises; the state’s own table applies no income reduction below $8,060 and increases it from there. You claim it on Schedule H or H-EZ with a copy of your property tax bill attached.
  • A long filing window — a homestead credit claim is not lost when the tax season ends. The deadline for a 2025 claim is April 15, 2030 — four years and three and a half months after the year it relates to. On the state’s published schedule the 2022, 2023 and 2024 claim years were still open when this page was written (deadlines of April 15 in 2027, 2028 and 2029); the 2021 window closed on April 15, 2026, and 2020 and earlier are closed for good.
  • The credits already on your bill, which are not senior programmes — the lottery and gaming credit, the first dollar credit and the school levy tax credit are the three credits Wisconsin applies directly to a property tax bill, and none of them is keyed to age: the school levy credit reaches all taxable real property, the first dollar credit any parcel with an improvement on it, and the lottery and gaming credit any Wisconsin resident’s primary residence. They are worth having and they are already there — but a roundup that counts them as senior relief is counting something you had at 40.
  • Property Tax Deferral Loan Program — loans to help people age 65 or older pay their property taxes, administered by the Wisconsin Housing and Economic Development Authority. The Department of Revenue states that qualified applicants may take part even if they also receive the homestead credit. A deferral is a loan against the house, not a reduction.

“Household income” for this credit is much larger than your taxable income. Wisconsin adds back things your tax return leaves out — Social Security benefits, nontaxable military compensation, contributions to deferred compensation plans, and disqualified business, rental and capital losses. A retired couple who look comfortably under $24,680 on their Wisconsin return can be over the line on Schedule H. Run the Schedule H definition, not the return.

Two exclusions catch people as well: you cannot claim the homestead credit for a year in which you claim the veterans and surviving spouses property tax credit on the same property taxes, and a claim cannot be filed on behalf of someone after their death — so an unclaimed credit does not survive into the estate.

How to apply

Schedule H or Schedule H-EZ, filed with (or after) your Wisconsin income tax return, with the property tax bill or rent certificate attached. The deferral loan is applied for through the Wisconsin Housing and Economic Development Authority, not through the Department of Revenue.
