Oklahoma Police Pension COLA 2027: 3% or 6% From Nov 2026

Updated October 30, 2026. Quick answer: The Oklahoma Police Pension and Retirement System has no automatic annual COLA in the statute sections read: each increase there is its own act of the Legislature. The latest, House Bill 1146, takes effect November 1, 2026 and pays 0% if a person had been retired under ten years as of June 30, 2026, 3% for ten years to under twenty, and 6% for twenty years or more. No 2027 increase is on record.

The 2026 increase

The OPPRS page on the 2026 increases says: “House Bill 1146 grants a 3% “COLA” for those who have been retired for more than 10 years as of July 1, 2026.” It also says: “The bills had effective dates of November 1, 2026.”

The tiers in the statute

The statute book sets the amount by years retired: “1. Zero percent (0%) if the person has been retired for less than ten (10) years as of June 30, 2026;” “2. Three percent (3%) if the person has been retired for at least ten (10) years but less than twenty (20) years as of June 30, 2026; and”. “3. Six percent (6%) if the person has been retired for twenty (20) years or more as of June 30, 2026.”

Older increases are offset

The section for the earlier July 1, 2020 increase (11 O.S. 50-136.9) adds an offset: “Any increase in benefits a person is eligible to receive pursuant to repealed Section 50-120 of Title 11 of the Oklahoma Statutes, after June 30, 2008, shall be offset by the increase in benefits, if any, provided by this section.” The 2026 section itself, 11 O.S. 50-136.10, has no offset subsection in the statute book read.

What the documents do not say

The OPPRS page says retired more than ten years as of July 1, 2026, while the statute text says June 30, 2026. This page follows the statute text. The passage and signing dates of the bill are not in the documents read. The OPPRS page also reports a separate 2026 bill, House Bill 1149, with a one-time stipend for a different group of retirees; this page covers only the percentage increase. The tiers apply to a person receiving benefits as of June 30, 2026 who continues to receive them on or after the effective date. Retirees who retired on or before May 26, 1983, or had 20 years of credited service that day, get a share of raises given by their former municipality under the OPPRS page, a rule this page does not cover.

Where 2027 stands

No 2027 OPPRS increase is set: any increase needs a new act of the Legislature, and the 2026 increase takes effect November 1, 2026.

Common mistakes

  • Expecting a yearly COLA. Each OPPRS increase in the statute sections read is a separate act of the Legislature.
  • Assuming the increase is the same for everyone. It is 0%, 3% or 6% depending on years retired as of June 30, 2026.
  • Expecting it before November 1, 2026. The bills carry that effective date.
