New York NYSTRS Retirement Age and Eligibility: Tier 6 Age 63

Updated October 30, 2026. Quick answer: For Tier 6 members of the New York State Teachers’ Retirement System, an unreduced pension starts at age 63. A Tier 6 member can retire with a reduced lifetime pension as early as age 55 (the Tier 6 presentation says with 5 years of credited service; the handbook says 10 years of service credit), and before 63 the pension factor is multiplied by an age factor. All tiers vest after 5 years. The pension factor is 35% at 20 years of service and 20% more over the next 10 years, applied to a final average salary of five years.

Tier 6 retirement age

NYSTRS’s Tier 6 presentation says: “Tier 6 members can receive an unreduced benefit at age 63.” It adds: “Tier 6 members are guaranteed to receive a reduced, lifetime benefit at age 55 with just 5 years of credited service with the System.” The Active Members’ Handbook says the same about the full age: “No age reduction applies to Tier 6 members who retire at age 63 or later.” On the service needed at 55 the handbook is stricter: “Tier 5 and 6 members may retire at age 55 with 10 years of service credit.” The two NYSTRS documents differ on whether it is 5 or 10 years, so ask NYSTRS which applies to you.

Retiring before age 63

The handbook describes the cut: “If you retire prior to age 63 (regardless of your total service), you will receive a percentage of the pension factor based on your age at retirement as follows:” The age factors are printed in a table that this page does not copy, so your own NYSTRS estimate gives the exact percentage.

Vesting

“All Tiers of membership become vested for a benefit after 5 years.” “For Tier 6 who become vested deferred prior to age 55 are not eligible to file for a service retirement benefit until age 63.”

What the pension is based on

The handbook gives the formula: “Your Maximum annual pension is determined by the following formula: Pension Factor x Age Factor (if applicable) x Final Average Salary = Maximum Annual Pension”. The NYSTRS example: “Example: Tier 6 member has 30 years of service First 20 years (35%) + next 10 years (20%) = 55% Pension Factor”. Final average salary: “FAS is determined using the five highest consecutive full school years of regular salary earned.” “Salary increases exceeding 10% of the average of the previous four years’ salaries are excluded from the FAS calculation.”

A worked example with invented numbers

Take an invented Tier 6 member with 25 years of service credit who retires at 63 or later. The NYSTRS example adds 20% for 10 years past the first 20, which is 2% a year (computed). That is 35% at 20 years of service credit plus 5 years at 2%, or 45% (computed) of a final average salary of $70,000 (invented, for the computation), which comes to $31,500 a year (computed).

What the documents do not say

The age factors that cut the pension between 55 and 63 are printed only in a table in the NYSTRS documents, so this page does not state them. The pension factor for service under 20 years is also table-only. The presentation (5 years) and the handbook (10 years) differ on the service needed to retire at 55, and neither document says which controls. Tiers 1 through 5 are not covered. NYSTRS’s own web pages could not be read by automated tools, so the November 2023 Tier 6 presentation and the Active Members’ Handbook are the sources, and the handbook is the older of the two.

Common mistakes

  • Treating age 55 as a full retirement age. At 55 a Tier 6 member can retire only with a reduced pension.
  • Assuming a vested member who leaves before 55 can file early. NYSTRS says a Tier 6 member who becomes vested deferred before age 55 cannot file for a service retirement until age 63.
  • Applying Tier 6 rules to Tiers 1 through 5. This page covers Tier 6 only.
