Updated October 4, 2026. Quick answer: Yes. Kansas starts from federal adjusted gross income, so traditional 401(k) and IRA withdrawals are taxed. The Schedule S subtraction list covers federal, military, railroad and Kansas public plans (the booklet names Thrift Savings Plans among them), not private 401(k) or IRA accounts.

What Kansas does with 401(k) and IRA withdrawals
The statute defines the starting point as “such individual’s federal adjusted gross income for the taxable year”. The booklet’s own mention of retirement accounts is a rule for nonresidents: it lists “amounts received by nonresidents from 401k, 403b, 457s, IRAs, etc”.
| Item | What the documents say |
|---|---|
| Treatment | Taxable; the listed subtractions cover federal, military, railroad and Kansas public systems |
| State rates | 5.2% to $23,000 (single), then $1,196 plus 5.58% of the excess; $46,000 breakpoint for joint filers |

A $40,000 withdrawal
All $40,000 of a traditional withdrawal is part of Kansas income. The tax it adds depends on your other income and on the 5.2% and 5.58% brackets.
What changes in 2026
The statute sets the same rates for tax year 2024 and all tax years after, so no 2026 change appears in the documents read.
Federal rules
The state’s treatment sits on top of the federal one. The IRS explains the federal tax on these withdrawals in Publication 590-B, Distributions from Individual Retirement Arrangements and Publication 575, Pension and Annuity Income.
