The current brochure is titled Threadline Wealth. The priced figure is the private client schedule that the brochure says applies to individual and private clients.

The brochure states that fees are calculated on a graduated basis and gives its own example of a $2,000,000 account paying 1.25% on the first $1,000,000 and 1.00% on the next $1,000,000, so each balance is priced by stacking the bands. The brochure discloses no minimum annual fee for advisory services, so no floor applies.
