The filing, and what Missouri calls it
Missouri’s Articles of Dissolution by Voluntary Action (Corp. 46) are filed with the Secretary of State’s Corporations Division under RSMo §§ 351.464 (board-and-shareholder dissolution) or 351.466 (unanimous shareholder consent).
The tax clearance question
Missouri will not accept the Articles of Dissolution by Voluntary Action without a tax clearance in hand. Missouri’s Department of Revenue Tax Clearance Unit issues a certificate via Form 943, which the Department states plainly must be obtained before applications are filed with the Secretary of State’s office; the corporation cannot send its own application in parallel with the clearance request. Creditors and the claims window
Missouri requires a formal notice-to-known-and-unknown-creditors procedure, with a 180-day claims-bar window. Written notice to known creditors is mandatory, with a deadline that may not be fewer than 180 days from the effective date of the notice, longer than most states in this cluster. Unknown claims may optionally be published, barred after 2 years. (RSMo §§ 351.478, 351.482)

What this page does not answer
Dissolving the entity at the state level and closing it out with the IRS are two separate processes. A final federal return, IRS Form 966 in some circumstances, and canceling the EIN are governed by federal law, not by Missouri’s corporation statute, and this cluster does not source them.
