PA SERS Purchasing Service (2026): What Can Be Bought

Updated October 21, 2026. Quick answer: Pennsylvania SERS lets an active, contributing member buy certain kinds of service so they count toward the pension. The handbook says you pay the contributions you would have made, SERS determines the cost, and after the invoice you have 30 days to choose a payment option. It lists four types of purchasable service and says you cannot buy after you leave state employment.

What this section covers

The SERS Defined Benefit Plan Member Handbook has a section headed Purchasing Service Toward Your Pension. It opens with “One factor in the pension calculation is” “years of credited service.” It then explains who can buy, how the cost is set, and the choices once the bill arrives.

For the broader decision of whether buying credit pays off, see whether buying service credit is worth it and the pension buyback calculator; the system’s own choices are on Pennsylvania SERS retirement decisions.

Who it applies to

The handbook limits purchases to active members: “You can only purchase service while you are an active, contributing member of the SERS pension plan;” and states the three cases where a purchase is closed to you. Whether a specific stretch of your own work can be bought is a question for “your SERS Pension Specialist at 1.800.633.5461.”

The rules, one by one

Each right-hand cell is a sentence from the handbook.

RuleWhat the handbook says
Why it matters“The more years of credited service you have, the greater your maximum annual pension will be when you retire.”
Who can buy“You can only purchase service while you are an active, contributing member of the SERS pension plan;”
Who cannot“you cannot purchase service after you leave state employment, while you are on a leave without pay, or if you are enrolled in the straight defined contribution plan.”
What you pay“When you purchase service, you pay the contributions that you would have made toward your SERS pension.”
Who sets the cost“in every instance, the cost of any purchase must be determined by SERS.”
Special cases“There are a number of specific situations” “that require special consideration,”
The invoice“After you submit your service purchase form, we will send you an Invoice of Amount Due.”
The deadline“You have 30 days from the date of the invoice to select a payment option,” The statute states the deadline as a payment term. Section 5504(b)(1) says payment “shall be paid in a lump sum within 30 days” and, for an active member, “may be amortized with statutory interest through salary deductions to the system in amounts agreed upon by the member and the board”. For military service, section 5505(c) refers to “a lump sum payment within 30 days of certification”.
After a refund“you will have the option to purchase your prior service so that it counts toward your future pension.”
Tax treatment“Your contributions toward your pension benefit, excluding those made for the purchase of service, are tax-deferred and reduce your federally taxed earnings each year.”

The types of service the handbook lists

Under the heading Types of Purchasable Service the handbook lists four items. The out-of-state item is listed as educational service.

TypeHow the handbook words it
U.S. military service“U.S. Military service” The Code limits this. For military service other than intervening military service, section 5304(c)(2)(ii) says the total creditable nonstate service “may not exceed five years, provided that a member with multiple service may not purchase more than a total of five years of military service in both the system and the Public School Employees’ Retirement System”.
Out-of-state educational service“Out-of-state educational service” Section 5304(c)(3) limits this to an academic administrator, teacher or instructor employed in the Department of Education, the State System of Higher Education, any State-owned educational institution or The Pennsylvania State University, covers “nonstudent service as an academic administrator, teacher or instructor in any public school or public educational institution in any state other than this Commonwealth”, and caps the total at the lesser of ten years or the number of years of active membership in the system in that role.
Previous state service not credited“Previous state service not currently credited in SERS (like part-time service or optional service)” Section 5504(a)(2) says members performing State service credited in Class A-3, Class A-4, Class A-5 or Class A-6 “shall make contributions and receive credit as if the previously uncredited State service was performed in the class in which they are an active member at the time the service is credited”.
In-state educational service“In state educational service (community college or public university service)” In the Code’s list of creditable nonstate service, community college service appears in section 5304(c)(7) only as “service prior to July 1, 1971, at a community college established under the act of August 24, 1963”.

How the payment works

The handbook says “Purchasing service can involve significant sums of money.” It names several ways to pay, including “Lump sum”, “Partial lump sum with payroll deductions” and “Payroll deductions up to six years”. It lists a fourth option, which this page leaves to the handbook itself. It also tells you “Information here provides only a broad overview.”

What to do and where to look

The handbook says “If you are interested in purchasing service, call your SERS Pension Specialist at” the number above. The invoice paragraph sits under the heading “Final and Binding Decision”. The state tax treatment of pension payments is on whether Pennsylvania taxes pensions.

Common mistakes

  • Planning to buy service after you leave state employment. The handbook says “you cannot purchase service after you leave state employment,”
  • Estimating the cost yourself and treating it as final. The handbook says “in every instance, the cost of any purchase must be determined by SERS.”
  • Letting the invoice sit. The handbook says “You have 30 days from the date of the invoice to select a payment option,”
