Updated October 5, 2026. Quick answer: No. Washington has no individual income tax today, so there is nothing to tax an HSA contribution under. The Department of Revenue says “Washington does not currently have an individual income tax”. The Department adds that a new tax on high incomes starts January 1, 2028. The 2026 federal HSA limits are $4,400 for self-only coverage and $8,750 for family coverage.

What the Washington documents say
The Department of Revenue’s frequently asked questions page answers the question of whether Washington has an income tax with “No. Washington does not currently have an individual income tax”.
Its income tax page says that, from 2028, “a new 9.9% income tax will apply to individuals” with adjusted gross income over $1 million, and says “The new income tax takes effect Jan. 1, 2028”. The page names Senate Bill 6346.
Earnings, distributions and the rest
The documents read do not mention HSAs and do not say how the new tax will treat HSA contributions. For 2026, the conclusion that Washington does not tax HSA contributions follows from the absence of any individual income tax. Federal rules still decide whether a contribution is excluded or deductible.
A worked example at the 2026 family limit
An illustration: a Washington resident with family coverage who contributes the 2026 federal family limit of $8,750 owes $0 of Washington individual income tax on it in 2026, because the state has none yet. The federal limit for self-only coverage is $4,400, so the family contribution is $4,350 larger.
What a mover should know
Every figure on this page is Washington’s own rule. If you moved during the year, or live in one state and work in another, check each state’s page and return, because the documents read here describe only Washington and none of them settles a part-year or two-state case. The federal side is the same everywhere: see CMG’s 2026 HSA contribution limits page, and state tax on HSA contributions for the other states checked.
What the documents do not say
- No Washington document read mentions health savings accounts by name, and none says how the 2028 tax on income over $1 million treats an HSA.
Common mistakes
- Planning past 2027 on the assumption that Washington will never tax income; the Department says a new tax takes effect on January 1, 2028, for adjusted gross income over $1 million.
- Assuming the answer for one state applies to another, or that the state answer changes the federal limits.
