The room-and-board split
Federal law is the floor every state builds on: “The Secretary may by waiver provide that a State plan approved under this subchapter may include as “medical assistance” under such plan payment for part or all of the cost of home or community-based services (other than room and board) approved by the Secretary” (42 U.S.C. §1396n(c)(1), Social Security Act §1915(c)). The words in parentheses do the work: whatever a state’s waiver pays for inside an assisted living community, it is not the rent, the meals, or the room itself. That portion stays the resident’s own to fund, out of income, savings, or a family contribution; the waiver only ever reaches the care and service layer on top of it. Florida’s own materials say the same thing directly: “For an individual residing in an ALF, the PNA is computed using the ALF basic monthly rate (three meals per day and a semi-private room), plus 20% of the Federal Poverty Level. The ALF basic monthly rate will vary depending on the facility’s actual room and board charges.” (DCF ESS Policy Manual, Ch. 2600, passage 2640.0118).
The waitlist
Waitlisted: a statewide interest list released monthly by frailty score, not by wait time : “The Department of Elder Affairs (DOEA) works with the Aging and Disability Resource Centers (ADRCs) to manage the Statewide Medicaid Managed Care (SMMC) Long-Term Care (LTC) wait list. Each month DOEA releases individuals from the wait list based on their score and frailty-based levels, in accordance with available enrollments… Release from the wait list is not based on how long a person’s name is on the wait list.”

Florida’s own materials show the personal needs allowance for an ALF resident is not one flat dollar figure but a formula (the facility’s own room-and-board rate plus 20% of the federal poverty level), so no single PNA amount is reported here as a state-wide figure; the nursing-home PNA is $160/month by contrast.
