California Form 540 Line 71: California Income Tax Withheld

Updated October 24, 2026. Quick answer: Line 71 of California Form 540 is the total California income tax withheld during the year. The booklet lists the federal forms and boxes to add up, including box 14 of Form 1099-R for pensions, annuities and IRAs. Withholding from Forms 592-B and 593 goes on line 73 instead.

What this line does

The form’s label reads “California income tax withheld. See instructions”, and the booklet’s heading is “California Income Tax Withheld”. It is the first line of the Payments block on Form 540 Side 3. The block begins with the booklet’s reminder: “To avoid a delay in the processing of your tax return, enter the correct amounts on line 71 through line 73.” This page is part of the California Form 540 line by line series.

Who it applies to

The instruction says “Enter the total California income tax withheld from the following federal forms and from any other federal Form 1099’s that show California income tax withheld:” In other words, it applies to anyone who has a form with an amount in the California withholding box. A retiree with a state withholding amount on a pension or IRA payer’s Form 1099-R finds it in box 14; see 1099-R boxes 14 to 19.

Where the result goes next

Line 71 is one of the payments the form adds: “Add line 71 through line 77. These are your total payments.” For withholding that comes from Forms 592-B and 593, the booklet sends you to the next line: “Enter the total of California withholding from Forms 592-B and 593.” That line carries a caution: “Do not include withholding from federal Form W-2, W-2G, or 1099, or NCNR member’s tax from Schedule K-1 (568), line 15e”. The earlier paragraph also says “For more information, see instructions for line 73.”

If you want to pre-pay tax on 1099-MISC or 1099-NEC income, the booklet says “use Form 540-ES, Estimated Tax for Individuals.” For how states withhold on pension payments, see California tax withholding on pension payments and on IRA and 401(k) withdrawals, plus California retirement taxes.

Edition and line numbers

This page reads California 540 Forms and Instructions, 2025 Personal Income Tax Booklet, and Form 540, California Resident Income Tax Return (2025), both from the Franchise Tax Board, for tax year 2025, the current file the Franchise Tax Board served on 2026-10-24. Common mistakes

  • Adding up withholding from a form that is not on the list. The instruction names the forms and says “from any other federal Form 1099’s that show California income tax withheld”
  • Including local tax or tax paid to another state. The booklet says “Do not include city, local, or county tax withheld, tax withheld by other states”
  • Putting Form 592-B or Form 593 withholding on line 71. The booklet says “Do not include withholding from Form 592-B, Resident and Nonresident Withholding Tax Statement, or Form 593, Real Estate Withholding Statement, on this line.”
