Pennsylvania Form PA-40 Lines 29 to 31: Overpayment (2025)

Updated October 24, 2026. Quick answer: Line 29 of the Pennsylvania Form PA-40 shows your overpayment, the amount by which your payments and credits are more than the tax shown on the return. Lines 30 and 31 let you choose what happens to it: a refund check, or a credit to your 2026 PA estimated tax account. Whatever you enter on Lines 30 through 36 has to add up to the amount on Line 29.

What this line does

On the form, line 29 is labelled “OVERPAYMENT. If Line 24 is more than the total of Line 12, Line 25, and Line 27”, and the booklet heads its instruction “LINE 29. OVERPAYMENT”. Line 30 is labelled Refund and reads “Amount of Line 29 you want as a check mailed to you” and line 31 is labelled Credit and reads “Amount of Line 29 you want as a credit to your 2026 estimated account”. The booklet groups the choices under one heading: “APPLICATION OF OVERPAYMENT”.

Line 29 sits near the end of the return, after the payments and credits are totaled. For the full run of lines, see Pennsylvania Form PA-40 line by line. If the extra tax you paid came from pay or retirement withholding, the federal side of that story is on Form 1040 lines 34, 35 and 36.

Who it applies to

The booklet puts the condition in one sentence: “If you overpaid, you may apply all or part of your overpayment as follows:” The form words the same test on line 29 itself: “If Line 24 is more than the total of Line 12, Line 25, and Line 27”. If your payments and credits do not exceed the tax, there is nothing to enter on these lines.

Retirees who had Pennsylvania tax withheld, or who made estimated payments, are the usual readers here. The estimated payment side is explained on Form 1040-ES and estimated tax due dates for 2027.

The figures the form prints

Only one amount appears in the instruction for line 29, and it sits in a single sentence: “The department will not issue a refund for $1.00 or less.” The same paragraph adds “However, a $1.00 overpayment may be donated to one of the donation organizations”

Where the result goes next

Your overpayment is split across lines 30 to 36, and the booklet says “The total of Lines 30 through 36 must equal Line 29.” Line 30 is the part sent as a check, and line 31 is the part kept as a credit toward “your 2026 PA Estimated Tax account.” The booklet describes the donation lines this way: “There are ten ways you can choose from to donate all or a portion of your tax refund.” Those donation lines are not covered further here.

The form itself carries a reminder at the bottom: “PLEASE DO NOT CALL ABOUT YOUR REFUND UNTIL TWELVE WEEKS AFTER YOU FILE.”

Payments that built up the overpayment are covered on Pennsylvania Form PA-40 lines 13 to 17.

Common mistakes

  • Expecting a check for a very small overpayment. The booklet says “The department will not issue a refund for $1.00 or less.”
  • Entering amounts on Lines 30 through 36 that do not add up to Line 29. The booklet says “The total of Lines 30 through 36 must equal Line 29.” It also says “If you do not enter amounts on Lines 30 through 36, or the total of these lines does not equal Line 29, you will receive a refund check.”
  • Counting on direct deposit with a paper return. The booklet says “Direct deposit is not available with a paper PA tax return.”
