California Form 540 Line 19: Taxable Income (2025 Return)

Updated October 24, 2026. Quick answer: Line 19 of California Form 540 is your taxable income. The form tells you to “Subtract line 18 from line 17.” and to enter -0- if the result is less than zero. The booklet adds one special instruction for taxpayers with a Capital Construction Fund deduction, and the amount feeds the tax instructions for line 31.

What this line does

On Form 540, line 19 reads “Subtract line 18 from line 17. This is your taxable income. If less than zero, enter -0-”. It sits on the page headed “Side 2 Form 540 2025” in the part headed “Taxable Income”, directly after the deduction line, line 18.

Line 17 on the form is “California adjusted gross income. Combine line 15 and line 16”, so line 19 is the California adjusted gross income minus the line 18 deduction. The booklet’s instruction for the line is headed “Taxable Income”.

The whole sequence from line 7 to line 97 is laid out on California Form 540 line by line.

Who it applies to

The form’s own condition on line 19 is the zero rule: “If less than zero, enter -0-”.

The booklet adds one condition for a particular deduction: “If you claim a deduction on your federal Form 1040 or 1040-SR, line 15 for the contribution made to a CCF set up under the federal Merchant Marine Act of 1936”. Only a filer with that deduction follows the Capital Construction Fund paragraph.

What the instructions say

LineWhat the form says
Form, line 19“Subtract line 18 from line 17. This is your taxable income. If less than zero, enter -0-”
Booklet heading“Taxable Income” (the heading above the line 19 instruction)
Capital Construction Fund“If you claim a deduction on your federal Form 1040 or 1040-SR, line 15 for the contribution made to a CCF set up under the federal Merchant Marine Act of 1936, reduce the amount you would otherwise enter on line 19 by the amount of the deduction.”
What to write next to the line“Next to line 19, write “CCF” and the amount of the deduction.”
More information“For more information, get federal Pub. 595, Capital Construction Fund for Commercial Fishers.”
The Tax heading right after“When figuring your tax, use the correct filing status and taxable income amount.”

The figures the form prints

Line 19 itself prints no dollar threshold. The next instruction, for line 31, uses your line 19 amount in two sentences: “If your taxable income on line 19 is $100,000 or less, use the tax table beginning on page 69.” and “If your taxable income on line 19 is over $100,000, use the tax rate schedule for your filing status on page 75.” The tax table and the rate schedules are separate printed tables, and this page does not read them.

Where the result goes next

The booklet’s tax instruction opens with “To figure your tax, use one or more of the following methods and check the matching box(es) on line 31, as applicable:”, so taxable income goes next to line 31, covered on California Form 540 line 31.

Other instructions in the booklet read the same number back. The Behavioral Health Services Tax worksheet begins “Taxable income from Form 540, line 19”, and the Credit for Senior Head of Household worksheet begins “Enter the amount from Form 540, line 19”. Edition and line numbers

This page reads the California 540 Forms and Instructions, 2025 Personal Income Tax Booklet, and Form 540, California Resident Income Tax Return (2025), for tax year 2025, the current file the Franchise Tax Board served on 2026-10-24. Check the edition printed on your own form and use that edition’s line numbers.

Common mistakes

  • Entering a negative number. The form says “If less than zero, enter -0-” on line 19.
  • Forgetting the Capital Construction Fund adjustment when it applies. The booklet says “reduce the amount you would otherwise enter on line 19 by the amount of the deduction.”
  • Leaving out the note beside the line. The booklet says “Next to line 19, write “CCF” and the amount of the deduction.”
