Updated October 19, 2026. Quick answer: Form RRB-1099-R reports the part of railroad retirement benefits that is treated like a pension. Publication 575 says “Treat this category of benefits, shown on Form RRB-1099-R, as an amount received from a qualified employee plan.” The social security equivalent part comes on a different form, Form RRB-1099.
Which railroad benefits are on this form
Publication 575 splits railroad retirement benefits into two categories. The first is “the social security equivalent benefit (SSEB) and you treat it for tax purposes as social security benefits”. That part is reported on Form RRB-1099, covered on the SSA-1099 and RRB-1099 boxes page.
The second category is the rest. Publication 575 says it “also contains any tier 2 benefit, vested dual benefit (VDB), and supplemental annuity benefit.” Form RRB-1099-R is the form for that second category, and the publication adds that “Form RRB-1099-R is used for U.S. citizens, resident aliens, and nonresident aliens.”
Boxes 1 and 2
Box 1 is the number the Railroad Retirement Board uses to find you. The publication says “Your claim number is a six- or nine-digit number preceded by an alphabetical prefix.” The payee code follows it, and the publication says to use “the claim number and payee code shown in this box” in all your correspondence with the board.
Box 2 is the recipient’s identification number. The publication describes it this way: “It is the social security number (SSN), individual taxpayer identification number (ITIN), or employer identification number (EIN), if known”.
The other boxes, one page each
Boxes 3 to 12 are read on three pages. The right column is a line from the publication’s description of the form.
| Page | What Publication 575 says |
|---|---|
| Form RRB-1099-R boxes 3 and 4 | “This is the amount of taxes withheld from the railroad employee’s earnings” |
| Form RRB-1099-R boxes 5 and 6 | “This is the gross amount of VDB payments paid in 2025” |
| Form RRB-1099-R boxes 7 to 12 | “This is the sum of boxes 4, 5, and 6.” |
Copies and corrections
The publication notes that “Each beneficiary will receive their own Form RRB-1099-R.” It adds that “If you receive benefits on more than one railroad retirement record, you may get more than one Form RRB-1099-R.” For the Form 1040 line where the pension total goes, see Form 1040 lines 5a and 5b.

These pages read the IRS’s description of Form RRB-1099-R in Publication 575 for 2025 returns, including the box numbers and labels printed there. The form itself is issued by the Railroad Retirement Board, not the IRS, so the year and layout on the form you received govern. Check the year printed on it.
Common mistakes
- Reporting the whole railroad check as a pension. The publication says the social security equivalent part is treated “as social security benefits”, which comes on Form RRB-1099.
- Using the wrong distribution code. The publication says “Distribution codes aren’t shown on Form RRB-1099-R.”
- Adding only one form when several arrive. The publication notes that “you may get more than one Form RRB-1099-R” if you receive benefits on more than one railroad retirement record.
