Form 8582 Lines 1a to 3: Passive Activity Loss (2025)

Updated October 18, 2026. Quick answer: Part I of Form 8582 is where you add up your passive activities to see whether you have a passive activity loss. Lines 1a to 1d cover rental real estate with active participation, lines 2a to 2d cover all other passive activities, and line 3 combines the two. Every amount on lines 1 and 2 is carried over from the totals of Part IV or Part V, so fill those parts in first.

What Part I does

The instructions describe the job in one sentence: “Use Part I to combine the net income and net loss from all passive activities to determine if you have a passive activity loss (PAL) for 2025.” They also define the term: “A PAL occurs when total losses (including prior-year unallowed losses) from all your passive activities exceed the total income from all your passive activities.”

The form itself puts the order of work at the top of the part: “Complete Parts IV and V before completing Part I.”

Where the number comes from

The instructions split the entries between the two parts: “Use Part IV for rental real estate activities with active participation.” and “Use Part V for all other passive activities.” The IRS examples throughout use a Schedule E rental activity, and the Schedule E page covers that form.

LineWhat the form says
1a“Activities with net income (enter the amount from Part IV, column (a))”
1b“Activities with net loss (enter the amount from Part IV, column (b))”
1c“Prior years’ unallowed losses (enter the amount from Part IV, column (c))”
1d“Combine lines 1a, 1b, and 1c”
2a“Activities with net income (enter the amount from Part V, column (a))”
2b“Activities with net loss (enter the amount from Part V, column (b))”
2c“Prior years’ unallowed losses (enter the amount from Part V, column (c))”
2d“Combine lines 2a, 2b, and 2c”

The prior-year amounts on lines 1c and 2c have a specific home. The instructions say “You find these amounts in Part VII, column (c), of your 2024 Form 8582.” If you have no 2024 Form 8582 on hand, see the Form 8582 page for how the parts fit together.

Line 3: combine lines 1d and 2d

The form words line 3 this way: “Combine lines 1d and 2d and subtract any prior year unallowed CRD.” The instructions explain the CRD step: “If you have prior-year unallowed commercial revitalization deductions (CRD) from rental real estate activities, treat that dollar amount as negative and combine with lines 1d and 2d.” If the CRD applies, the instructions add “Enter the combined amount on line 3” along with a note of the CRD amount on the dotted line.

Where it goes next

Line 3 decides what happens to the rest of the form. If the result is not a loss, the form says “If this line is zero or more, stop here and include this form with your return; all losses are allowed, including any prior year unallowed losses entered on line 1c or 2c.” It then adds “Report the losses on the forms and schedules normally used”.

If line 3 is a loss, the form gives two paths: “Line 1d is a loss, go to Part II.” and “Line 2d is a loss (and line 1d is zero or more), skip Part II and go to line 10.” Part II is covered on the lines 4 to 9 page, and line 10 on the lines 10 and 11 page.

Edition and line numbers

This page reads the 2025 Form 8582, Passive Activity Loss Limitations and its 2025 instructions, the current files irs.gov served on 2026-10-18. They are the files for the tax year 2025 return, filed in 2026. The form’s own header says “Attach to Form 1040, 1040-SR, or 1041.” Check the tax year printed on the form you are filling in and use the line numbers on that year’s form, because a different year’s form can number or word its lines differently. The whole form is walked through on the Form 8582 page.

Common mistakes

  • Filling in Part I before the supporting parts. The form says “Complete Parts IV and V before completing Part I.”
  • Putting a prior-year loss in Part IV column (c) when you did not take part in both years. The instructions say “Don’t enter a prior-year unallowed loss in column (c) of Part IV unless you actively participated in the activity in both the year the loss arose and the current tax year.”
  • Mixing prior-year losses into the current-year loss column. For Part IV column (b) the instructions say “Don’t enter any prior-year unallowed losses in this column.”
