Does Oklahoma Tax HSA Contributions? It Depends on the Account

Updated October 5, 2026. Quick answer: It depends on the account. The Tax Commission’s Form 511 packet says “Contributions made to, and interest earned from, an Oklahoma Health Savings Account” are exempt, and that a filer who took a health savings deduction to reach federal AGI cannot also take it on the Oklahoma line. The 2026 federal HSA limits are $4,400 for self-only coverage and $8,750 for family coverage.

What the Oklahoma documents say

Schedule 511-C, Miscellaneous: Other Adjustments, covers the Qualified Medical Savings Account and Health Savings Account deduction under code 1. It says “Contributions made to, and interest earned from, an Oklahoma Health Savings Account” established in the state under 36 OS Sec. 6060.14 through 6060.18 “shall be exempt from taxation”. The trustee’s statement of contributions and interest must be filed with the return.

The same entry has a note for filers who already took the federal deduction: “you cannot take a deduction on this line” if a Health or Medical Savings Account deduction was taken to arrive at federal AGI.

Earnings, distributions and the rest

On withdrawals, the instructions for line 14b say amounts withdrawn from a Health Savings Account for any purpose other than those the statute describes, and included in federal AGI, “are subject to an additional 10% tax”. The packet’s exemption is written for an HSA established in Oklahoma; the pages read do not say separately how an HSA established elsewhere is handled beyond the no-second-deduction note.

A worked example at the 2026 family limit

An illustration, not a return: an Oklahoma resident with family coverage who contributes the 2026 federal family limit of $8,750 to an Oklahoma-established HSA is described by the packet as exempt on the contribution and the interest, provided the deduction was not already taken to reach federal AGI. That is $4,350 more than the self-only limit of $4,400 would allow.

What a mover should know

Every figure on this page is Oklahoma’s own rule. If you moved during the year, or live in one state and work in another, check each state’s page and return, because the documents read here describe only Oklahoma and none of them settles a part-year or two-state case. The federal side is the same everywhere: see CMG’s 2026 HSA contribution limits page, and state tax on HSA contributions for the other states checked.

What the documents do not say

  • The packet is for tax year 2025. It does not name a form line for the exemption beyond Schedule 511-C code 1, and it describes the exemption for an HSA established in Oklahoma. It does not otherwise say how a federal HSA deduction carries into the Oklahoma return.

Common mistakes

  • Taking the Schedule 511-C deduction when a health savings deduction was already taken to reach federal AGI; the packet says you cannot.
  • Treating a nonqualified HSA withdrawal as free of Oklahoma tax; line 14b adds a 10% tax.
  • Assuming the answer for one state applies to another, or that the state answer changes the federal limits.
