California 529 Plan Tax Deduction 2026: None

Updated October 4, 2026. Quick answer: No. California allows no state deduction or credit for 529 contributions: the Franchise Tax Board’s analysis says state law “provides that contributions made to a qualified tuition program are not deductible”. The one bill that would have added a deduction for 2026, SB 529, is listed by the Legislature as an inactive bill that died.

What changes in 2026

SB 529 would have started a deduction for taxable years beginning in 2026. The Legislature lists it as an inactive bill that died, so no deduction takes effect.

Federal rules

A state break sits beside the federal rules for 529 plans: the statute is 26 U.S.C. 529 and the IRS explains it in Publication 970, Tax Benefits for Education.
