Updated September 30, 2026. Quick answer: Box 1a of Form 1099-DIV is the total of your ordinary dividends. Box 1b is a portion of that same total, the part the payer says qualifies for the reduced capital gains rates. Box 1b is not added on top of Box 1a.

What goes in Box 1a
The IRS instruction to the payer reads: “Enter dividends, including dividends from money market funds, net short-term capital gains from mutual funds, and other distributions on stock.” It adds: “Include reinvested dividends and section 404(k) dividends paid directly from the corporation.” The 1099-DIV instructions read here are the January 2024 revision, which is the edition irs.gov shows as current for that form. Those are instructions to the payer that files the form, so they show what a box is meant to hold, not what tax follows from it. Two things in that list surprise people: reinvested dividends count, and a mutual fund’s net short-term capital gains are in Box 1a, not in the capital gain boxes on the Box 2a page.
What goes in Box 1b
The instruction is: “Enter the portion of the dividends in box 1a that qualifies for the reduced capital gains rates.” The payer is also told to “Include dividends for which it is impractical to determine if the section 1(h)(11)(B)(iii) holding period requirement has been met.” The same instruction says “Qualified dividends cannot be less than zero.”
Boxes 1a and 1b are not two separate pools
Box 1b is a portion of Box 1a. Box 1a also takes in the recipient’s share of investment expenses: the instruction says Box 1a “also includes the amount of the recipient’s share of investment expenses that you report in box 6”, while Box 6 itself says “Do not include any investment expenses in box 1b.” How Box 6 works is on the Box 5 and Box 6 page.
What the instructions do not say
These pages do not tell you which tax rate applies to a qualified dividend or what income level changes it. The rate question is covered in the dividends versus ordinary income comparer and the capital gains brackets page.
Common mistakes
- Adding Box 1b to Box 1a. Box 1b is a portion of Box 1a, not an extra amount.
- Looking for a mutual fund’s short-term gains in Box 2a. The instructions put net short-term capital gains from mutual funds in Box 1a.
- Assuming every dividend in Box 1a is also in Box 1b. The instruction says Box 1b holds the portion that qualifies.
