Maine Community Spouse Resource Allowance: The Chart Publishes the Formula, Not the Figure

Updated August 27, 2026. Quick answer: Maine’s eligibility charts state the spousal impoverishment standards as indexing formulas rather than as dollar amounts. The asset allowance maximum is given as “Chart 4.4 Spousal Impoverishment ♦ Community Spouse Asset Allowance Maximum $60,000 increased by the same percentage as the percentage increase in the consumer price index for all urban consumers (all items;” with the index period running to the September before the calendar year in question.

What Maine actually sets out

Maine’s spousal impoverishment standards, Chart 4.4
What the state providesWhat it says
The asset allowance maximum“Chart 4.4 Spousal Impoverishment ♦ Community Spouse Asset Allowance Maximum $60,000 increased by the same percentage as the percentage increase in the consumer price index for all urban consumers (all items;”
The minimum monthly income standard“Minimum Monthly Income Standard 150% of the Federal Poverty Level for a household of 2.”
The excess shelter standard“Monthly Excess Shelter Standard 30% of the Minimum Monthly Income Standard [above].”

How it works in practice

  • Publishing the formula instead of the number is unusual and it is genuinely useful, because it tells a reader where the figure comes from rather than only what it is this year. The asset allowance maximum is expressed as “Chart 4.4 Spousal Impoverishment ♦ Community Spouse Asset Allowance Maximum $60,000 increased by the same percentage as the percentage increase in the consumer price index for all urban consumers (all items;” The base is the 1988 statutory figure and the escalator is the consumer price index for all urban consumers.
  • The income side is expressed the same way, against the poverty level rather than a dollar amount: “Minimum Monthly Income Standard 150% of the Federal Poverty Level for a household of 2.”
  • And the shelter component is a proportion of that: “Monthly Excess Shelter Standard 30% of the Minimum Monthly Income Standard [above].” Maine’s chart states the maximum monthly income allocation as a 1988 base of $1500 indexed on the same basis.
  • A reader who wants this year’s dollar figures will not find them in the chart quoted here, and that is the chart doing its job rather than failing at it. The formulas are stable; the amounts they produce change every January.

What the allowance is for, and why protecting the spouse at home is a federal requirement rather than a state kindness, is explained on the community spouse resource allowance page. The date the couple’s resources are counted is its own subject, on the snapshot date page, and the monthly income allowance that runs alongside it is on the MMMNA page. This page is the record for Maine.

What this page does not settle

  • This page reads Maine’s appendices and charts, which is where the standards are published. The substantive MaineCare rule on spousal impoverishment sits in Part 16 of the eligibility manual and was not read for this page, so anything the rule adds beyond the standards is not covered here.
  • This page reads one source: Maine Department of Health and Human Services, MaineCare Eligibility Manual (10-144 C.M.R. ch. 332), Appendices and Charts, Chart 4.4 Spousal Impoverishment. It is the state’s own publication on this rule, but no state puts its whole treatment of a couple’s resources in a single document, and a detail that decides your case may sit in one this page did not read.
  • The resource rule is one hurdle. The income rules for the spouse at home are separate and are decided on their own numbers, the level-of-care test is separate again, and the transfer-of-assets look-back is separate from all of them. Clearing this rule does not clear any of the others.
  • Every quotation here was read against the source on August 27, 2026. The federal minimum and maximum figures are reset each January, and a state can revise its own rule without the page around it changing. Open the source before you rely on a number.

Eligibility is decided by the state agency on the whole file, not by one rule on one page. Nothing here is legal advice, and no one should move, retitle or spend a couple’s savings on the strength of a web page.
