Updated August 7, 2026. Quick answer: there are three ways to qualify for WA Cares benefits, and which one you are on is decided by your birth year and your work history, not by choice. The difference between them is the difference between $36,500 and a few thousand.

The three pathways

PathwayRequirement, in the programme’s own wordsBenefit
Permanent“Contribute for at least 10 years”the full $36,500, “grows over time with inflation”
Temporary“At the time you apply for benefits, have contributed for at least 3 of the past 6 years”the same $36,500
Transition“Born before January 1, 1968 and have contributed for at least one year”“10% of the full benefit amount for each year you contribute (currently $3,650 per year)”

Why the transition pathway is the one that matters

🔴 It is pro-rated, and it is the pathway most people near retirement are actually on. Ten years of contributions at $3,650 a year reaches the full amount — but ten years is also the permanent pathway. The transition rule is what you get when you will not reach ten.

The practical consequence: the benefit you should plan around is not the headline number. Multiply your realistic contributing years by $3,650 and compare that, not $36,500, against whatever else you were considering.

⚠️ The temporary pathway is the one people overlook. “3 of the past 6 years” is measured at the time you apply, which means a break in work matters more than total career length. Someone with twenty years of contributions who stops working well before needing care can fail a test that a shorter, later work history passes.

What it costs to be on any of them

Workers contribute “0.58% of your paycheque to the fund during your working years, starting in July 2023.” There is no cap stated on the wage base in the material we read, so on higher pay the annual contribution scales with income while the benefit does not. Honest gap: we did not verify whether a wage cap exists — if your income is high, confirm that with the programme before assuming.

If you hold an exemption and are weighing giving it up, the decision page is rescinding a WA Cares exemption.
